The College has a faculty equipped with effective teaching skills and competencies. Adjudged to be one of the top five performing Teacher Education institutions in Region IX, it was chosen to lead the INTEL Teach Program in the Region. Two teachers got trained at the UP - NISMED on the program with the intention to radiate to neighboring institutions such as the public schools, other colleges, and hopefully, in communities to serve the out-of-school youth and adults who may be interested accessing information from websites to improve their day - to - day routines.
 

Brief History of the College of Teacher Education

The College started as a two - year course in 1966 in a new two - storey building constructed at the main campus on Aquino Street to house the college students. Later, complete normal degree courses were offered. These included Bachelor of Science in Elementary Education (BSEED) and Bachelor of Science in Education (BSE). The Elementary School served as the laboratory for student observation, participation and in - campus practice teaching for BSEED students. Likewise, the High School Department served as the laboratory for the BSE students.

Leadership in the CTE. Management of the College was passed on from one administrator to another. As a small College, this was one of the units managed by the School Director. In  the early 1970's, when the enrolment started to grow, this was recognized as the Education Department headed by Mr. Terencio Paglinawan who was at the same time the Dean of Student Affairs. When he left in 1973, Mr. Nestor Edmilao was head of the Education Department while serving as the Dean of Academic Affairs of the College. In 1979, Mrs. Natividad Manaya succeeded Mr. Edmilao in managing the College of Teacher Education. In 1981, Mrs. Elvira Cruz was acting Dean of the College. From 1983 to 1991, Mrs. Isabelita Zulueta was Dean of the College of Teacher Education.

Mrs. Filomena Montealto was Dean from 1991 to 1996. When she left Mrs. Connie Doyugan became Officer in Charge serving for a couple of  years (1996 - 1998). Mrs. Conchita Soria took over, serving from 1998 - 2000. Upon her appointment as Director of Guidance and Counseling Office, Dr. Carlecita Saniel assumed headship of the College (2003 - 2007). When she left the College, Dr. Ma. Flor Te took the post from October 2007 to May 31, 2007.

In SY 2007 - 2008, the consisten decline in the population of the College of Education and the College of Arts and Sciences was markedly noticed. On the  first semester of SY 2002 - 2003 the AB program of the CAS had 2005, and in 2006, it had 107; the BSED program of the CTE had 194 in 2002, and 107 in 2006; the BEED of the same College, had 746 in 2002, and 299 in 2006.

It was therefore decided that the CAS be merged with the CTE to maximize supervision by the head. Mrs. Nenita M. Bincal served as Officer in Charge of the CTE/AS Dean's Office in SY 2007 - 2008.

Number of Graduates. Since its first batch of graduates of who completed education degrees in 1968, the college has produced teachers who have been serving the Department of Education, either as teachers or school managers. There were also teacher-graduates that found jobs more rewarding in other government agencies and private companies.

Performance in Licensure Examination. The College has been producing licensure passers. Worthy of note is Mayette Cruz who garnered eighth place in the Licensure Examination for Teachers in 2006. For this record, SCC was awarded the INTEL Teach Center in Region IX intended to radiate to neighboring schools the teaching of content subjects with the use of information technology. For this task, SCC has set up an INTEL Teach Center with 15 units of computers for use of the education students, and for technology transfer to students and teachers outside of St. Columban College. 

Future Thrusts. While holding the core Christian values constant in all the CTE's programs, the College continuously responds to need of local communities and the country by realigning herself to current thinking of world governments. Of significance is the United Nations' Education For All (EFA) which is meant to provide everybody access to education regardless of age, color, gender or creed.

The CTE endeavors to set up a Life - Long Learning Center which will serve as umbrella for all programs intended for those who want to acquire education through alternative modes of delivery.
